RESTON, VA — Thurs., Jan. 29, 2025 — MetroStar, a leading provider of AI-enabled solutions to the federal government, announced that its MetroStar Intelligence Recruitment Assistant (Mira) has achieved "Awardable" status in the Chief Digital and AI Office (CDAO) Tradewinds Solutions Marketplace. This designation enables eligible U.S. government customers to contract for Mira technology without additional competitive procurement. Now, government recruiters can dramatically reduce hiring time with Mira, an AI assistant ready for immediate contract, expediting the process and achieving mission-critical staffing goals effectively.
This designation allows defense and intelligence agencies to adopt the system more quickly as they work to address ongoing delays in federal hiring. According to the Office of Personnel Management, agencies still take an average of over 100 days to fill positions, surpassing the government’s target of fewer than 80 days.
Mira is a candidate-facing AI recruiting assistant that helps applicants identify positions matching their qualifications, location, and eligibility before applying. Designed to benefit both applicants and hiring teams, Mira improves early talent alignment while reducing friction across the federal hiring process.
“Our approach is intended to improve the quality of applicant pools and reduce the time recruiters spend reviewing mismatched or incomplete applications,” said Jorge Vasquez, MetroStar’s Chief Information Officer.
The system is deployed on MetroStar’s public careers site, supporting hundreds of candidate interactions daily and achieving a 74 percent positive feedback rate, signaling strong usability and candidate trust. “Mira helps candidates find roles that truly align with their skills and eligibility before they apply, strengthening applicant pools early and enabling recruiters to engage qualified talent sooner,” said Josh Gregerson, MetroStar’s Director of Talent Acquisition.
Each interaction begins with safeguards that ensure user input is appropriate and within scope, aligning with federal Responsible AI guidance and minimizing legal exposure. The system interprets candidate intent, captures key qualifications such as clearance eligibility and geographic constraints, and evaluates open positions using large language model reasoning. It generates responses explaining potential matches and next steps, and answers questions about company policies or benefits using approved content.
Mira operates on Microsoft Azure cloud infrastructure and is supported by continuously updated job data pipelines and search indexes. “The system undergoes daily data refreshes, re-indexing, fairness evaluations, and manual quality checks,” said Vasquez. “The platform leverages Azure-hosted, large language models—primarily from the GPT family—within a modular, multi-agent architecture designed for enterprise and government environments, enabling seamless upgrades as AI capabilities and platforms evolve.”
The tool’s external deployment and use by real applicants meet Technology Readiness Level 7 under NASA definitions, indicating it has been demonstrated in an operational environment.
Federal hiring platforms such as USAJOBS have been criticized for relying on manual keyword searches and complex forms. Studies and oversight reports describe the process as slow and difficult to navigate, with recruiters often spending significant time screening applications that do not meet job requirements.
“Mira demonstrates how conversational AI can help candidates identify suitable roles earlier in the hiring process, reducing friction for applicants and hiring teams,” said Gregerson. “MIRA supports faster hiring for mission-critical positions across the Department of War (DoW), Intelligence Community, and beyond.”
